Abstract

While researchers often employ deliberative methods to explore citizens’ views at national level, the potential for using deliberation in international research has gone relatively unexplored.  The Ipsos MORI Social Research Institute and the Accenture Institute for Public Service Value (IPSV) would like to share learning from an innovative partnership project that took place in autumn 2007 in seven world cities. We will examine how Ipsos MORI and the Institute forged a successful partnership to produce work that will have a real impact both on Accenture’s business globally and on governments and public service organisations around the world; provide clear learning on how the design of the citizen forums was adapted to suit local circumstance, culture, and policy differences, and how others may undertake similar research in such diverse localities; and, explain how the innovative design of the forums was developed over the course of the project to better achieve the Institute’s aims.

Emily Gray

Dr Emily Gray is Head of Central Government Research at Ipsos MORI. She holds a PhD in Communications Studies and an MA in International Studies from the University of Leeds.  Emily joined Ipsos MORI in April 2006 from the Centre for European Political Communications at the University of Leeds, where she worked for four years on large-scale, cross-national research projects funded by the European Commission and the Economic and Social Research Council.  Her work at the Ipsos MORI Social Research Institute involves conducting research on a range of national and international projects for clients in the central and local government, political and work, learning and skills sectors.

Julie McQueen

Julie McQueen is Director of Research at the Accenture Institute for Public Service Value, a research and development centre focused on promoting high performance in public service.  Experienced in both qualitative and quantitative research, Ms McQueen has led numerous multi-country studies involving government organizations.  Over the last few years, she has undertaken research directly for Accenture's public service clients and as the basis for a number of published reports.
